Bangalore Metropolitan Region Development Authority was established in the year 1985 with the main purpose of promoting planned physical development of Bangalore Metropolitan Region Area taking into consideration the socio-economic aspects. Preparation of Structure Plan for the BMR region which acts as a policy guide for the preparation of Master Plan for the orderly development of Local Planning Areas within BMR region. Implementation of these plans and schemes (Townships, Roads) are the major activities of the BMRDA.
The Bangalore Metropolitan Region Development Authority (BMRDA) is an Authority established under the Bangalore Metropolitan Region Development Authority Act, 1985 (Karnataka Act No. 39 of 1985), for the purposes of planning, coordinating and supervising the proper and orderly development of the area within the Bangalore Metropolitan Region and allied matters.

The BMRDA Act declares that the Authority shall be a body corporate with power to acquire, hold and dispose of property and to enter into contracts etc. (section 3). The specific tasks required to be performed by the BMRDA are enumerated in section 9 of the Act and are as follows:-
- To carry out a survey of the Bangalore Metropolitan Region and prepare reports on the surveys so carried out.
- To prepare a Structure Plan for the development of the Bangalore Metropolitan Region.
- To cause to be carried out such works as are contemplated in the Structure Plan.
- To formulate suitable schemes for implementing the Structure Plan.
- To secure and coordinate execution of the town planning schemes for the development of the Bangalore Metropolitan Region.
- To raise finance for any project or scheme for the development of the Bangalore Metropolitan Region and to extend assistance to the Local Authorities in the Region for the execution of such projects or schemes.
- To do such other acts or things as may be entrusted by the Government or as may be necessary for, or incidental to, any matters that are necessary for furtherance of the objects for which the Authority is constituted.
- To entrust to any Local Authority the work of execution of any development plan or town planning scheme.
- To coordinate the activities of the Bangalore Development Authority (BDA), the Bruhat Bangalore Mahanagar Palike (BBMP), the Bangalore Water Supply and Sewerage Board (BWSSB), the Karnataka Slum Clearance Board (KSCB), the Karnataka Power Transmission Corporation Limited (KPTCL), the Karnataka Industrial Areas Development Board (KIADB), the Karnataka State Road Transport Corporation (KSRTC) and such other bodies as are connected with developmental activities in the Bangalore Metropolitan Region.
- The Chief Minister of the State is the Chairman, the Minister for Urban Development, is the Vice Chairman and the Secretaries to Government and heads of several related departments/ organisations are the Members in the Authority. The Act also provides for nomination by the Government of individuals representing labour, women, scheduled castes, scheduled tribes, members of the State Legislature and representatives of the Local Authorities from the Region. Such representations fell vacant since July 2005 due to removal / resignation of the nominees. The Metropolitan Commissioner is the ex-officio Member Secretary of the Authority.
- The Executive Committee is chaired by the Minister for Urban Development, while the Metropolitan Commissioner is the Vice Chairman and the Mayor of Bangalore, the Secretaries to Government and heads of several related departments/ organisations are the Members.
- The Bangalore Metropolitan Region (BMR) is one of the largest among the Metropolitan Regions in the country covering the entire Bangalore Urban, Bangalore Rural and Ramanagaram Districts measuring 8,005 sq. kms. With a population of 8.42 million (2011 Census).
Functions of Administration and Revenue Section:
1. General office administration.
2. All matters relating to land acquisitions for the projects.
Functions of Town & Country Planning Section:
The important functions mainly comprises of:
1. Extension of technical assistance to the Govt. in the formulation of policy guidelines in matters related to urban and regional planning.
3. Extension of Technical assistance to various Govt. Departments / under taking in matters related to planning such as furnishing technical opinion to revenue department for non-agricultural purposes.
4. Extension of Technical assistance to the local planning authorities (LPA’s) within the BMR region.
5. Preparation of project related to rehabilitation/re-settlement schemes and preparation of traffic management plans.
6. BMRDA also extends technical support to the planning authorities and urban local bodies (ULB’s) in the preparation, enforcement and implementation of development plan proposals.
7. Beatification schemes for preserving and enhancing urban aesthetic qualities.
8. Extension of technical assistance to the ejuvenation of tanks schemes.
9. Giving technical opinion on the proposals of change of land use received in BMRDA and from LPA’s.
Functions of Accounts Section:
1. All matters relating to accounts.
2. Preparation of Budget and Monitoring expenditure.

The Citizen views are important and taken into consideration while preparing master plan & Structure Plan at the level of planning authorities and development authorities.
